Mr Almesfer is a seasoned consultant with extensive experience in advising high level government institutions on strategic decision making, organisational development and public administration reforms.
He served as a consultant to President of the Central Bank of Kuwait advising on the institutional efficiency and governance. Subsequently he consulted for the Minister of Finance in Kuwait where key contributions included policy development, program implementation, and inter-agency coordination.

His vast experience includes: strategic policy advisory and implementation, institutional reforms and capacity building, governance and public sector performance optimisation, stakeholder engagement and negotiation. Mr Almesfer holds Master’s in Public Administration and Policy and Bachelor’s in Social and Political Sciences.
